I think Ikemoto pays more attention to fan debates much more than Kishimoto ever did.
I strongly believe these first panels describing the Uzuhiko Rasengan, is to specifically tell us that Boruto is now a Planetary level threat. His Rasengan is TIED to the planets rotation. A rotation that is spinning at 100k+ mph if I’m not wrong

Ikemoto has done a much better job so far of giving us , not only a consistent power scale, but upping the capability of everything and every body
